DISCLAIMER: I'm talking about federal requirements. Maybe Washington state's controllers have already instituted a law requiring background check on all transfers. (sarcasm on) If so, I'm sure the mayor and governor will see this and immediately send in the police to enforce the law. (sarcasm off)
