The NRA does have a "no live ammo" rule for the classroom portion of its classes. There are no NRA "concealed handgun classes." Remember, the NRA classes are "basic" classes for people who have little or no shooting experience in the particular shooting discipline. The exceptions are the two Basic Personal Protection classes, but even those are considered "basic" classes.

If the decision were mine, I would not prohibit live ammo in the class, but there is a big difference between carrying in a college classroom where a CHL won't be taking his/her gun out and carrying in the classroom portion of a handgun class where guns will definitely be handled by students.
