Non-res. for CHL holder moving out of state--assistance?

Having been a Texas resident and CHL holder for some years, I have retired and moved to Alabama (don't ask why--my wife's from there, so..)[p]

HB 225 says only that "DPS shall make a rule..."[p]

I've searched the TX DPS CHL site Subsection 6 rules, and can find nothing specifically pertaining ...
