Would use of force be justified here in Texas against a cop doing that to a perp? I agree with other posters - if the bystanding cops didn't shoot and kill the citizen attempting to prevent a tragedy, that person would certainly be on his way to the hospital after the cops get done. Having said that...

After firing multiple rounds at a fleeing suspect, quite possibly endangering others, that LT. and his men catch up to the wounded, if not already expired, suspect in her small truck. He tells his men, at the side of the road, not to talk about this shooting, even amongst themselves...

The answer is clear. His supervisors, had they been doing any oversight, would have found his lies, cover ups, illegal warrants, the works. The entire leadership team should be summarily dismissed.
