Nope. Can't do it. Requiring voters to pass any sort of test would be
racially discriminatory, especially if it were a written test.

You can thank LBJ and his Democratic Congress for doing away with basic
literacy tests. I understand that requiring voters to be literate and to know a few simple facts about government seems to be plain common sense to you and me, but common sense does not apply in today's America.
