Oh, you mean everybody had to pay for it, whether they had a monitored alarm or not. What a noble gesture on the city's part to force the entire population to pay for something only a few would use.
You pay for 911, whether or not you use it, don't you? In many cities where the police do alarm monitoring, its the same infrastructure that handles either 911 or other police calls that handle alarms, too.

My alarm monitoring is $24.99/month. If some form of government was doing it, it would likely cost several times that amount. And you probably wouldn't get a phone call within 60 seconds of every alarm (I test mine occasionally - which they tell you to do - just to see.)
