1. Any bill the Speaker of the House does not want to pass:
- a. Will not get to the House Floor; or
b. Will get to the House Floor too late to pass in the Senate.
2. Any bill the Speaker of the House wants to pass will get to the House Floor timely.
Remind yourself of this truism every single day of the 2013 Legislative Session. Recall these truths when others (like committee chairmen) are blamed for a bill's failure to move, or when some claim "we got it out of Calendars Committee and on the House Calendar, but time ran out." These are lies, pure and simple.
