Guessing your gateway at 2.1 is forwarding to the cablemodem at 1.1?
Betting the wireless router has a default gateway of 1.1.

Your modem is probably set to "bridge" mode. In bridge mode, your modem does not actually establish the PPP link; it simply passes through the data packets to another device (in your case, a PPP cable router, probably a Linksys WRT54g or similar). In your last post, you said that your DSL modem is set to hand off its IP to the router, which is not technically true (the modem does not have an external IP.....it is assigned directly to your router). That is why your modem has a 192.168.x.x address while your router shows an actual public address.
There should be two automatic routes on your route table, one for 0.0.0.0 (anything on the internet), and one for the DSL modem. Since it is a router, it can talk between subnets.
So your question about the modem being outside of the LAN is true.
