HB284 is the first bill under consideration after the committee is called ot order and roll recorded. It is introduced by Rep Joe Driver of Garland who explains the original bill and the committee substitute.

I am the second witness (about 9 min. in) and am followed by the compelling testimony of two ladies just after me. They are worth the time to watch.
