This sounds like a good idea:

While the likelihood of action in the Democrat-controlled chamber is unlikely in the coming months, the new 118th Congress, which may have a vastly different polarity, is set to be seated next January. That could see a rebooted Range Access Act with a better chance of success.

The Pittman-Roberston excise taxes would easily pay for those facilities to be constructed and then maintained. I ain't holding my breath that the bill would get a chance to be voted on, much less passed in the current Congress and I also ain't holding my breath that the Republicans can manage to pull off a win in November with the feckless leadership they have in place.
