This is my opinion:

"Policy" is something that an Employer imposes on their Employees. Not something to be imposed on the General Public.
The Departments that are enforcing this "Policy" on the General Public are BREAKING the LAW and they know it.
They are no better than D.C. on it's "Gun Ban" and "Restrictions". They will continue to do it until a Judge tells them to stop.

I'm trying to do this...I just do not know where to go from here. We obviously have a city manager that does not care.

PT -
Take it to the Hays Free Press. They have an office right there on center st, not sure if they have reporters in that office or not, but they can at least tell you where the reporters are.

no joke get the press involved thats the last thing the PD wants
