If the person had a firearm, I'm shooting COM and up. If they are charging me with a "contact weapon", then the 21ft rule must be taken into account. Its been noted that even when a knife wielding attacker has been shot several times, they still have enough momentum to proceed forward for a few more steps, and possibly inflict just as much damage. So, if I can force them to collapse in a heap after just one or two steps, I'm not hesitating to obliterate their pelvis. If a gun is then pulled, a CNS shot is a no-brainer. (pun most definitely intended)

When I did a quick Google I was surprised how many links there were to criminals and Cat 2/3 body armor. Maybe the odds of running into it are increasing. The price of a good Cat 3 chest rig is pretty low.
So for the sake of argument, let’s assume the BG has armor, and is armed with a hi-capacity pistol (no rifle). You put a few COM, with little apparent effect. Do you go for the head, or the pelvic region?
The original Mozambique drill was a result of COM that did not stop the BG, the next shot was to the head. The BG was found to be wearing armor. true story...
