His neighborhood is pretty close to the White Rock Trail greenway. Not sure what it costs to test a dog or how long they'd have to quarantine it, (and much more isolated than a normal animal quarantine) but I'm guessing euthanasia was the only affordable option given that the owner was already dead and wouldn't be paying the bill.
