I know a well respected detective for a suburb city of Ft Worth, he always open carries in plain clothes just as you explained.

He does not wear a holster that is city issued. He wears his cowboy boots with nice slacks and a brown leather holster.

Might be, but every Texas Ranger I have seen, 3 or 4, carried a nickel plated 1911 with super fancy engavings and grips!!
