If she carries under the new state law she is good until she parks...she must stow the weapon on the vehicle because if she carries it away from her vehicle its a violation

Perhaps you could get one of those anti-theft systems they have for laptops. If anything moves more than a couple of inches it emits a VERY high decibel alarm. That might make people think twice about trying to open saddle bags. They had these 8 years ago, so there's no telling what's available now.
