I don't know what the law was 20 years ago, but today the offense would most likely be CONDUCT INDICATING A NEED
FOR SUPERVISION.

This would officially be a "detention" as juveniles are not arrested in Texas. Refer to the Juvenile Justice Code for more information. http://tlo2.tlc.state.tx.us/statutes/do ... m#51.03.00

I think you could include it, or not. I included an arrest from my youth under similar circumstances and did not include any supporting documentation. I had no problem with my CHL application.
