I may be wrong, but I believe that's the way the state of Missouri does it.Why not just have CHL coded on the driver's license?
It's a good idea in theory, but in practice do you want to have your ID photocopied when filling out loan documents so now it's public information. Information that can and probably would make it to insurance companies.
