I have picked up two cherry 10/22s from pawn shops, one blue and one stainless carbine. Find out what new ones are going for in your area and keep an eye out at the local pawns.

Will do. Also there is a gun show this weekend, maybe I'll look there. I am not in imminent need of one though. Kind of a "nice to have", maybe I should put one on my Christmas list :)
If not for the craigslist deadbeats I'd be shopping the gun show this weekend with actual gun money in my pocket.

I am in imminent need of a more carry-friendly pistol. Kahr CW9 is hot on my list. But this month it's going to be the Kahr payment, or the Car payment.

I get a kick out of that, you tell me I'm "dead wrong" and then in your next sentence and paragraph you prove me right. There are multiple decades worth of industry observation that support subsonic being more accurate in the long run than transsonic. I fired every target for my Expert qualification with plain jane Winchester T-22, not Eley Match or Tenex, and used to shoot creditable scores with it in 100 yard smallbore matches, shooting against people that could afford Eley. Not that I never used Eley, I just saved the expensive stuff for the really important matches.
That said, the original poster stated that he was looking for a target rifle, and I suggested a few, from cheap to expensive, and then you stated that he needed "high velocity if not match grade" to shoot 100 yards and it was the juxtaposition of the two in your statement that led to my response.

I can't believe nobody has mentioned a Henry Lever Action yet.
The 10/22 is a great all around rifle, but if your wanting to shoot 100yds or more, you'll put more into the aftermarket parts then the gun cost new to get it reliably accurate.

Well, I have never had a Henry yet. I have had a Browning 22 lever, a Marlin 22 lever, and a Winchester 22 lever (not all at once). I like levers and had fun with them.
But, as can be seen from the other posts, the Ruger 10-22 seems to be the most fun and most versatile overall. I have had two or three of those and expect to get another one (or two if I am dumb enough to let the next go too).

I need an opion about what to shoot 22 shorts with. I know they are not a popular round, but I have a purpose.

There are several pump rifles available that are chambered and rifled for the .22 Short. Remember that the rifles chambered for .22 LR, L, and S usually are rifled for optimum performance with the heavier bullet in a LR, plus the longer chamber has a tendency to lead up when Shorts are fired through it.
I had a nice little semi-auto in .22 Short, a Browning, a bunch of years ago and I let it get away, dad gum it.
I don't think anyone is making a .22 Short model currently.

Jim is correct about the leading issue with a rifle chambered for 22LR, L, and S. However, if you can't find anything else, it may serve your needs. The
Remington 572 Fieldmaster is a currently manufactured example. You may well be able to find a discontinued .22 short rifle at one of the gun shows as well.

You can find them new (at some stores) as cheap as about $179 for the basic model but do go up to about $250+ depending on model. Look on line at places like Cabelas, Cheaper Than Dirt, Academy and even Wal-Mart if one in your area still sells Guns.

Oh yeah....and if you got to the gun show, look for the Gun Kings table. they will have the biggest variety of 10/22s you have ever seen.
