I voted legal and it is a beautiful rig. But I believe the belt buckle itself would draw more attention than I'm comfortable with. Plus, wearing a gun belt over your pants belt will make more of a bulge which your jacket may show. (I'm assuming you're talking a western cut sportcoat, not a duster.)
Have you considered something along the lines of Tucker's HF1? The holster conceals a little easier and you can get belt and pouch to match in a choice of stampings.
