I've never been asked this question, nor did officers in my agency ask it.

If it's happening consistently in certain areas, it may be as a result of training within an individual agency.

IMHO, there's nothing wrong with the question. The motorist's demeanor and microexpressions during the answer may give the officer information that is pertinent to both his safety and whatever he's investigating. Although there is no requirement to answer it, failing to do so will almost certainly influence how the rest of the stop is managed.

It might be, but I never seem to hear about folks getting tossed into the clink for lying except for the Feds. I would never talk to the Feds for any investigation, unless I had a good lawyer telling me exactly what to say. These guys are dangerous. Once they get they decide they want to get you, your done for.

There's no legal obligation to notify a cop that you have a weapon with or without a CHL. Admitting you have a firearm can be incriminating, and you have a right not to incriminate yourself. The CHL laws say you have to show the CHL if you're in possession. You don't have to confess to having the gun.

The correct answer to this question is, "Officer, I have nothing illegal in the car (and I do not consent to any searches without a warrant)" The second part being optional
