The raw credits might count but my experience is that the actual courses don't count in a degree program. My experience has been with engineering programs. If enough students decide to move their programs elsewhere, it would affect the school's tuition income and, eventually, the income from the state legislature (assuming the school is state-supported -- with a name like Western Oregon University, I'd bet on it).
