Personally - I think the number of drunken jerks with a legally obtained driver's license and still driving is a bigger threat to public safety than some nut job that managed to obtain a CHL. Police are on the hook for this one for not checking joe-wanna-be when he suddenly showed up at a scene wanting to play cop the very first time. If they convinced me that he kicked down the door to someone's home, that would go a long way to a guilty vote on 37.12 (False Identification as Peace Officer) if I was on the jury.
