I liked Japanese National Police methods for speed-traps (on Okinawa, which for those of you not familiar is a jungle/tropic island unlike mainland Japan).
A guy with a radar-gun and a radio operator hide in the bushes/trees and clock traffic and report violators.
The next intersection has police standing in the intersection with cones and such to slow down traffic and channel it to certain lanes. When the officer sees the car he wants (that was called in), he taps the car with a long cane and points you in the direction he wants you to go. You go down the road a few feet to another officer that directs you to a large tent setup for the purpose, where you go in and receive your ticket. If I recall correctly you pay the ticket at any bank.
