Do I understand this correctly:

Before any subject can be posted, an exhaustive search for redundancy must be performed in order to remain within the parameters of the site or it won't be posted.

No, not at all.

This is merely a collection of commonly discussed topics for anyone to peruse through, and hopefully it will be able to help persons newer to the forums to be able to more easily find past discussions on topics they may be interested in.
