It's probably a city ordinance against selling solvent (probably spray paint also) to minors. Usually that type of ordinance requires ID if the person looks younger than 21.

That didn't occur to me so I just tried to look it up and I can't find anything. Darn. My husband IS 21, but he looks like late twenties to most people, so it struck me as incredibly odd to begin with. When I looked at what we were buying it made me wonder. And then she didn't even card me and I was with him. So....eh. Odd all over.
This brings up another question, though...I know in Texas you must be 21 to buy a handgun from an FFL, but one FFL dealer refused to sell us any of the following before we were 21: a Hogue grip for a pistol, a magazine for a pistol, and a holster for a pistol. All because we weren't 21. The magazine was iffy (I could see how perhaps he wouldn't want to sell us that if we weren't 21) but a grip and holster aren't even parts of a functioning firearm. Come on!
I don't know, perhaps I haven't read up as much as I should have, but I thought the law didn't apply to holsters and grips.

When I typed "21" above, I meant "27," as with cigarettes and booze. You see these signs in stores that say "we card if you look under 27" or similar wording.
Quick digression: I was in line in a store behind a woman who I would have said was in her teens. She was about 4'11". She bought booze and was carded. When my turn came, I asked the male clerk who old she was. He said something like 22 or 23. You never know.
For the most part, only the frame or receiver of a firearm are controlled by federal law.
Parts like grip stocks and magazines are completely uncontrolled in Texas. Some states limit magazine capacity. Slides can have a few iffy issues that I have never run into.
Holsters are no more controlled than shoes and socks.
You can order these items over the internets and get them delivered by common carrier with no fuss.
