My instructor informed us that when patronizing a restaurant/bar hybrid, that we needed to make sure to sit in the restaurant side, not the bar side. I can't quote the portion of the code, but it does seem prudent. If you can't carry into a 51 facility regardless of your consumption plans, it seems wise to not push the issue in a 51% portion of a facility.

Not a lawyer, not a genius, haven't stayed in a holiday inn for about a year.

Your instructor was wrong. The determining factor is the type of liquor licence the establishment has. It doesn't matter where you sit at Chilli's - at a table or at the bar, they don't have a 51% licence.
