Well, I know I'm in control of the the vehicle unless I let go of the wheel and take my feet off the pedals
But what I hope to have clarified is if the law is the same for commercial vehicles that do not require a CDL to operate. There is a post near the start of this thread that indicates commercial vehicles are excluded from the act (law) in question - and I'm asking if that is correct or not.
And while were on the subject (and this board is full of experts - not being sarcastic) what about vehicles that do require a CDL, ie: "18 Wheelers"?

I think part of the confusion over commercial vehicles is in the area of taxi's and busses. If I am paying the taxi to take me to a specific place, it can be debated that I am in control of it. It also can be argued that I have rented it (or the bus when I pay the fare). I would not recommend trying either of these arguments as I do not believe this was what was meant by in control. But for driving a commercial vehicle, I think you should be OK - until your boss says otherwise.
