To carry concealed in TX, you need to produce CHL. If not, how LEO will know that you are CHL if you do not have a DL? Not all CHLer do have a DL. How the LEO will know you are in breach of UWC or not?

The law still states you are to present your CHL if asked for ID and are carrying. The only thing that changed is there is no penalty for not displaying it. SO, legally you legally have to present it, but the law has no teeth if you fail to do so and they write you up and send the failure to display to the DPS. At that point it would be dropped by the DPS attorney's as they no longer suspend you for failure to display your license.

There are two different issues here that are being confused. The penalty that was removed was for failing to display the CHL when asked for ID. There has been no change to the requirement to have on your person your CHL and ID while carrying.

You can not show the plastic and face no penalty, but if you don't have the plastic, you're UCW.

Hello everyone I am new to the forum, so far most of my questions have been answered by looking over the forum but one question I have is, I know that I have to show my CHL with my DL if I get pulled over but if I am not carrying at the time when I get pulled over do I still have to show my CHL?

Some people do show the CHL if they are not carrying, but it is not required. The last time I got stopped, I was not carrying and I gave my CHL with my DL. The LEO asked me if I had a gun and I replied that I did not. He handed back my CHL and said, "Then I won't be needing this."

I recommend that you always (as a courtesy) present your CHL with your DL, whether carrying or not.

I wonder if one were to be asked for ID outside of a vehicle and one was not carrying their license on them, could the LEO impound the firearm until said license could be presented?

If you're in the Walmart parking lot with a concealed handgun and don't have your plastic, they can do more than impound the firearm. They could arrest you and charge you with UCW. (Assuming you don't own or manage the Walmart or have some other exemption.)

I figure, as much trouble as I went though to get this thing, I am gonna show it off whenever I can. And it is the courteous thing to do when stopped by a LEO.

carrying without your CHL is a UCW charge. As in if you are not carrying the license then you are illegally carrying the handgun. Enjoy jail. :shock:
