There are places, such as hotels, where the bar is a separate business. A bar owned by the hotel would not meet the 51% requirement. A separate bar-business IN a hotel very easily could.

Yes, but doubt they would have separate liquor licenses, so would either be 51% or not for the location. If the hotel did not sell alcohol, then the bar area would be the only licensed location and possibly 51%, but that would be the only area off-limits and should be placarded as such.
