hence we have so many inproper 30.06 signage.
What is an improper 30.06? Do you mean like a hand made one, not to specifications, or that it doesn't belong at that establishment?

From the Texas Safety Network website:
For establishments for whom alcohol makes up less than 51% of their business, a sign must still be posted at each entrance reminding customers that if the 51% limit is reached, the same penalties will be applied.
This may not be an official site but it seems informative.

The 30.06 sign can be posted at any establishment so that is not the impropriety. Most are improper because they don't meet the exacting specifications listed in the Texas Penal Code. Most do not have letters that are 1" high, or they are often placed in an obscure place that is not obviously visible, which also does not meet the requirements.
If you don't want CHL carriers in your business, follow the law to a "T". Otherwise, its gonna happen.
