It's the only way for most to legally carry a handgun in California.
I realize that, but am still wondering what the point is in carrying an unloaded gun. If the only way I could legally carry a gun were unloaded, I wouldn't carry one at all.
how long does it take to load a gun? seconds? better than nothing

California should really settle for no round in the chamber for semi automatics, but loaded mag in the gun. Given the propensity for accidental and negligent discharges with semi autos, most especially with some of the rubes getting guns these days, that's not a bad idea for every state. Revolvers with their inherent stiff trigger pulls are a different beast altogether.

Just carry around a large rock, no chance of getting arrested with that, well maybe.

That makes as much sense as carrying an unloaded gun. After all, an unloaded gun is nothing more than a metal rock.
