It depends upon how dedicated and well-trained the terrorist it.

If someone is willing to die, there's no difference if the cops are carrying subguns or revolvers.

If someone is willing to die and stupid, the police are usually able to oblige.

Terrorist are not comic-book villains with superpowers. Most are poorly educated and not fully in touch with reality.
