WE HAVE PROGRESS PEOPLE!!!! 
I logged into the DPS website today fulling expecting the usual "Packet mailed to applicant." Instead, it read "Processing Application".

Plastic in hand!! It was 51 days from the time I mailed it off to the time it came to my house.
