I would say that "effective consent" is the same as "informed consent," meaning that the person who invited you in did so in the full knowledge that you have a CHL and are carrying a gun. Personally, I would want it in writing, including the stipulation that the other party is aware of my status and is giving me permission to enter anyway.
But that ain't going to happen because, even if I got such a ridiculous invitation (how the heck does he know I have a CHL?), I wouldn't give my money to a business that wouldn't extend that same invitation to each and every CHL holder.
On the other hand, you can cut up your CHL, mail it in to DPS, and then go ahead and carry past their stupid sign...
