You'll find the casing in the box with some guns because it's more expensive to create separate batches of "with casing" and "without casing" guns than it is to just put the casing in with all of 'em and not worry about which state they're shipped to.
Another "case" of government run amok and imposing expensive burdens on business and citizens for absolutely no other reason than that they can.
They can, of course, because the folks in those states let them.

The practice of putting spent cases in can be helpful to the gun owner. It makes it easy to check for possible firing pin hit problems.

I actually saw an episode of CSI where they *gasp* actually showed the worthlessness of this.
So this guy shot his wife or something, they recovered his gun, and it didn't match the casing or round they recovered
Later it was revealed that he *Gasp!* Swapped the Barrel!!!
Of course, they made 'swapping the barrel' out to be some super-hard experts-only sort of thing, painted it so that it looked like Only Criminals swap barrels, and they only discovered it because he left scratch/tool marks, etc all over it.
In reality, it would take me probably 20 seconds or less to swap the barrel in any of my 1911's, or XD, and noone would be able to tell the difference, because it Requires no tools!
Heck, the new barrel would probably look Less marked and scratched than the old one!

But as has been shown, that particular article actually demonstrates the two words being used interchangeable.
If you do a wikip search for 'casing' you get the following:
Casing (ammunition), shell enclosing the explosive propellant in ammunition
Casing (borehole), metal tube used during the drilling of a well
Casing (molding), decorative molding surrounding door or window openings
Casing (sausage), thin covering holding the food contents of sausage
Casing (submarine), platform attached to the upper side of a submersible vehicle
Casing stone, smooth stone covering for a structure such as those on the Giza Necropolis
And if you do a wikip search for 'case' you get a lot of hits the disambiguation page - but only one,'Case-shot', is ammo related. You also get a link back to the 'casing' disambiguation page.
