A grand jury can no-bill Satan if they think it is appropriate.
A grand jury answers to no one and cannot be overridden (except possibly by a grand jury that is impaneled later).
The problem in this case seems to be that convicted offenders serve little if any time in prison and are soon back to harass their accusers, prosecutors, jurors, and judges.
People like to say, "lock them up and throw away the key," but that costs a lot of money. No one is willing to juggle the budget between prisons and schools, roads, etc.

Me too. I remember it, and remember reading a book that detailed this guy's history. He was just plain mean. Going by memory (and I haven't read the linked articles yet), I seem to recall he had multiple wives/ex-wives/girlfriends and used/abused/lived with them all more or less simultaneously. I believe I also read that he had a dog that would cry and whimper and grovel whenever he came around because he had squeezed the dog's testicles with pliers.
Good riddance, and I think that second prosecutor wasted a lot of time.
