I dont think it is a legit concern. Why would an atf agent ever, ever come to your house? Probably more than one pistol upper is sold every day and it isnt a reportable item. Much ado about nothing. I have class III stuff and they have yet to show any interest in me, not even while the paperwork was in process. No visits, calls, etc. Do you worry the DEA is coming to your house because you put presciption meds in another container than the one they came in? Do you worry the irs is coming to collect the sales tax on a garage sale you had? Yes you need to do things legally but playing chicken little and waiting to order your parts is silly. You have no intent to break the law and that is the big thing. I bought aluminum tubing and had lots of washers and stuff already but didnt assemble them into a suppressor till I had my paperwork. How many of us have tubing and washers in our garage? I have met a local ATF agent ( I was at the gunsmith when he showed up for scheduled inspection) and that guy is way overworked already doing inspections on FFL's. They wont even get him an eztag so he takes the long way all around Houston. He aint got time (nor a black helo) to visit you because Midway shipped an upper.

When it comes to the fed govt and a potential 10 years in the fed pen, is there really any reason to call someone chicken little?

First off i called no one in particular chicken little, I apologize if it came out this way. Second, there is almost no possibility that he will have any issues if he has a pistol upper at his house but does nothing with it till he gets his stamp. Sure a upset friend or spuse might rat him out but other than that how could it ever happen? No judge will issue a warrant for fishing expeditions on a single upper purchase, Now if he decides to assemble it early and hit the range, Murphy will get him via traffic stop or possible LEO at the range. I follow the law and try to do right but there is a lot of black helo paranoia rampant lately. It is perfectly legal to have the upper. If I buy a second SCAR then I am breaking the law because I could possibly take the upper off of the current SBR and move it to the new rifle? I agree some paranoia is justified with the recent revelations of ATF misdeeds but random visits from a buyers list at Brownells or MidwayUSA is a little far out for me. They simply dont have the manpower. If the OP is confident he can pass the BG checks then it is likely he isnt on their radar.

As a matter of fact, I have an ATF instpector coming to visit me in the next couple of weeks... So, to me, it IS a legitimate concern to make sure that I have no SBR uppers on the premisis, as I certainly have no SRB registered lowers at present.
It's all about mitigating risk, if you do not feel the need, then good for you.

That is a different scenario then. If you know one is coming then there is a small risk involved. You didnt mention that earlier. I still stand by my statement that it is unlikely he is going to do anything to a typical joe blow who orders an upper.

And I still think basing your trust in an ATF official being "unlikely" to visit and "unlikely" to try to cause you problems (because the ATF has never tried to jam anyone up before, right?) is a very poor decision.
That's similar to saying we shouldn't bother to carry, because frankly it is very unlikely we will ever have to use a gun to defend ourselves.

Just to play devils advocate, why would an ATF ever visit your house minus some tip he needs to be there? I dont trust the atf one iota and dont base anything on trusting them. I trust the govt to do anything they can to jerk us owners over but still dont think it likely to get busted for having an upper and a lower seperated, especially if the lower has a full length upper on it. Now remember I said only in your home, you leave the house with them then you are fair game and I trust Murphys Law to get you a ride. The OP changed the rules though by saying now that he has a scheduled visit so my previous statements are moot.

Living in Houston I am much more likely to need a firearm to defend myself although in 40+ years it hasnt happened. Before I sent in class III paperwork there was zero chance of an ATF agent coming to my home. Now that I have there is more likely a chance they will want a random check to see if I still have the stuff and it is secure. I am not sure they do that but I agree with Novaman that the ATF isnt to be trusted. He has one visiting so I would at least wait to order until he is done and has left.

Again, It's all about mitigating risk, if you do not feel the need, then good for you.
Personally, I pay for insurance and hope to never use it. The same holds true for this SBR upper, it will be stored offsite until I get the stamp back from the ATF.
Fate has a nasty habit of calling your bluff. I try not to tempt it, if I don't have to.
