She must figure out who it is. There can be no effective restraining order against John Doe, not that any of them are that effective anyway except for making an official record that there was a problem, so when it manifests itself into some sort of act, there is less chance of "he said, she said" type stuff.
Get some video. Hire a PI to confront this fellow if you can figure out a pattern, get his identity. Buy some guns, get some training. A dog isn't a bad idea if you are into that sort of thing. All of this involves bother and expense, of course.
