I don't know what a SAO is but in the world of single action handguns, the 1911 is designed to be carried in Condition One (round chambered, hammer cocked, safety on) but I wouldn't carry a loaded Colt SAA with the hammer cocked.

I think it is both. A cocked hammer looks dangerous.

Another reason may be that the training that most shooters have before getting a CHL. For marksmanship and hunter safety training, I was alway taught to unload a gun while transporting and always keep the safety on.

Don't mean to hijack but I have carried a 238 as one of my EDC for 2 years and I love it! Has run like a dream out of the box, even with a broken recoil spring. I have been looking at the 938, and have to ask what you mean by it being "Mean"? One of the things I enjoy about my 238 is how fun it is to shoot. I also carry a M&P9C, but sometimes a smaller 9mm (looking at Kahr too) would be nice. Depending upon the outfit my 9mm can be too big, but would like to have more on me than a .380 typically... Thanks for any input on the 938.

I actually also have an M&P9c. The M&P is more fun to shoot; bigger frame and I think the recoil is less noticeable. Even with my small hands I can only get two fingers on the 938. Three with the 7 round mag, but just barely. Neither hurts though, will probably just take a little time to get used to it.

By "mean" I mean that it packs a nice punch for a little pistol. It will be my EDC choice.

One of the local PDs banned officers from carrying single actions partially because they tired of uninformed citizens calling 911 to report seeing officers out-and-about in public with "their guns cocked!"
