Each state varies in the rules and regulations they impose (or, in the case of Texas, DON'T impose) on FFLs. My point is that I'm only versed in the Federal laws and the laws of Texas for firearms, and that I can't speak for what the rules are an FFL has to follow in other states.
I thought they were new rules imposed by the BATFE regarding the purchase of rifles greater than .22 caliber in these four states. Wouldn't those apply to all FFL's in each of the four states?

The laws in the state of California regarding the sale and transfer of firearms are made from the crushed spirits of reason and logic. While the ATF certainly imposes rules and regulations, there are heaps of other regulations in CA that must be followed. I don't know any of them, and since I'm not a subject of that regime, I don't care to. Hence: "I'm only versed in the Federal laws and the laws of Texas for firearms." It's also possible that NM and AZ have additional laws regarding such sales (i.e., who to send a copy of the ATF Form 3310.12 to). I don't know those either.
That was my point - each
state may (or may not) impose additional rules and guidance to any ATF rules and guidance.

So the paperwork I fill out when I buy a gun goes nowhere? Into a filing cabinet? Really?

For twenty years or until the dealer goes out of business.
I had to send my bound book and all records to the ATF when I closed. But that was 40 years ago.
But if you believe that the administrations, past and current, aren't illegally keeping records, how about some ocean front property in Arizona.

I generally operate on the premise that people do what they promise to do, until proven otherwise

. While it's true that the ATF has had behavioral excesses, my contacts with the ATF have been friendly and professional, and I see no indication that they try to "cheat their way to success." In addition, having come from a background in intelligence gathering, I can tell you that keeping "records" is arduous and expensive, and the govt doesn't bother unless they're REALLY interested in you (and once they do take an interest, you pretty much have no chance of getting off their radar). While it's true it's a little easier to gather records (computerized financial transactions, internet use, etc), I don't think anybody needs to worry that the ATF is going to sneak into my house and make copies of all my 4473's.
