I think once assembled or sold as a silencer adapter, then yes, it would be illegal. I will bet the people selling these on eBay have figured out a way that it barely gets by. I am just suprised Fleabay hasn't pulled down the listings.

You are correct in 1 point in that a booster or adapter for a suppressor is not considered an NFA controlled part in some instances, however adapter made to fit items on barrels that could be used to silence, quiet or supress the sound of gunfire are considered NFA regulated parts.

Another example of parts redesigned and intended for use in assembling or fabricating a firearm silencer are automotive engine freeze plugs that have been modified by drilling a hole through their center to permit passage of a bullet.
Also included within the silencer definition is any part intended only for use in the assembly or fabrication of a firearm silencer.
Any of the above illustrated components meet the definition of a firearm silencer and are subject to the NFA. NOTE: the language in the definition of silencer contains no provisions that permit an owner of a registered silencer to possess spare or replacement components for the silencer. However, licensed manufacturers who are SOTs may possess spare silencer components in conjunction with their manufacturing operations.
A silencer only covers the parts listed above. The adapter is not part of the silencer any more than a threaded barrel is part of a silencer.
The spare parts mentioned are the tube, baffles, end cap and front cap.

Read the ads closely. The listings are for the adapters only, although include photos of the adapters next to the suppressors -- which could be misleading.
I stand by my first post and JJVP is correct. When the ATF see the homemade cans, sure they will say the cans are NFA items, but not the adapter rings that are the actual items for sale here. There are plenty of thread adapters and threaded barrels available online that are not NFA items and do not even require a FFL for transfer.

The company that manufactures the Econo Can also makes a "solvent trap". They are the exact same thing and with thread onto a barrel. The difference is the Econo Can requires a Form 4 transfer and a $200 NFA stamp. Just a matter of time...

It looks like the solvent trap adapter is slightly different than the can adapter. It appears that the solvent trap model doesn't cover all of the holes in the filter whereas the can model does. Without those covered I suspect it would result in some blowback. At least that's what it looks like on the few pictures I see. None are great views though....
Add the washer in between like some of the models on ebay and I think you are pushing the envelope though....

For the record, I'm sure there are hundreds of items sold on eBay daily that the BATFE would consider to be NFA items.

It looks like you could make one in your garage with $10 in parts from your local AotoZone. Not including the filter.
