Well, in that list it says both the Constitution AND the laws. These can be in disagreement. It ends with an Oath to God. Considering our Constitution recognizes the freedoms we are guaranteed are from God--not the government, I'd say God and the Constitution trumps any law in disagreement. Clearly he is reading it as the laws take precedence over both God and the Constitution.
