If you have to sign, that is just because the shipping option selected by you or the shipper, it's not a requirement.
I've had ammo dropped off many times, twice this week as well... and looking at both UPS and FEDEX sites, there is no such requirement i can find. So I doubt it is just an oversight by both my UPS and FEDEX local drivers.
I just had 300 rounds of 5.56 dropped off at my front door by the Brown Truck of Happiness today. I was in the shower. I heard my dog bark. I thought to myself, that must be my ammo. When I checked, there it was. I was happy. I'm headed to the range for the first time in a while coming up here soon. Woot, and all that.

500 rounds of .45 dropped off today for me as well.. Still waiting on 500 rds of 9mm I ordered almost 10 days ago,,
