It's generally illegal to have a handgun in D.C. unless you had it before a certain year, around 1976. It's definitely illegal for a resident of a state to drive to D.C. with one in the trunk, in pieces, or anything else.

Is it possible that members of Congress are exempt from the DC law?

Anything is possible, but I never heard that members of Congress had a privilege to carry.
They can't be arrested for misdemeanors if they are on their way to Congress, but they can be prosecuted later.
