Point is, you're just as likely to win a $500 scratch off as you are to see someone OC in La. My wife can spot a bulge on someone's hip from across the room, but in the 42 years she lived in La she doesn't recall seeing a single non LEO OC. I have seen a few but only because the line of work I was in took me to a lot of podunk towns.
Nothing wrong with podunk towns, I live in one now.
There are 'podunk' towns in every State. There are open carry States up North.
Open or Concealed Carry... give the people a choice.

In central valley of California, there are marshlands that we called the "Tules", after the tule grass wetlands [tulares]. Sometimes we used to refer being in the unpopulated agricultural areas as "being in the tules." During the rainy time of the year, the Tule fog was sometimes so thick that you could hardly see the front of your car. BTW, Podunk is an Algonquian Indian word meaning "People who live in a marshy place"; "A marshy place"; or "Friendly people."
It is also formerly a village in upstate NY, in Tompkins County just northwest of Ithaca.
Also a river which flows in the Guilford Ct area.
