Between working as a LEO and as a Land Surveyor and being a kid in the 50's and 60's, I have been dealing with unknown dogs for over 50 years. Some of them definitely were not friendly.
I have yet to have to hurt on to the point of damage, much less kill one. IMHO, the officers that kill MOST dogs are either sadists, marginal psychopaths, or cowards and need to be removed permanently from being LEO's.
Yes, there are a few dogs that need put down, but they are the rarity. Except when they begin to run in packs, then if they are not under a master's control, they are purely dangerous to livestock, pets and humans.
