Looks like it's going to be available to veterinarians only: http://www.suneris.co/vetigel/, hence the product name.

I wonder if that's simply a way to get it into commerce as quickly as possible, and then follow that with the lengthy process of FDA approval for human use.

Femoral artery wounds still would require a tourniquet if possible.

Yes.. it just depends if it is compressible, partially compressible of non-compressible. With higher up femoral wound (like in the groin) you do not have an option for a TQ and therefore need direct pressure and hemostatic agents speed up the process. This gel is even marketed for non-compressible wounds, like abdominal (liver, etc) wounds..
