Exactly. Watch the show closely. Virtually 100% (may even bee literally 100%) of the interactions result in an arrest. That's not true in real life. Lots of warning and ticket and release stops in a cops day to day duties. Those aren't shown because they're not good TV.

The I'm from the government and here to help you line was already less than credible by the time I'd graduated high school....and that was a very long time ago.

The awful things people do that deserve being arrested for is just so depressing I quit watching a long time ago.
