Because there are Hispanics who don't have any Native American blood. Sure, many do. But there's many who don't. Louis CK, a fairly famous comedian is one of the whitest guys possible (fair skin, red hair) yet he's ethnically Hispanic. Many (most?) Dominicans are black, yet they're Hispanic. There's asian Hispanics; for example Alberto Fujimori, a Japanese-Peruvian, was president of Peru in the 90's.

I didn't intend my statement to generalize ALL those from South of the boarder, or from across the pond. For most of the "immigrants" I see on a daily basis in my little part of the world, I know that the vast majority of them have as much "Native American" blood in their veins as most of the "African Americans" in my area have "African" blood in theirs.
Just pointing out the hypocrisy of the whole ethnicity/race "qualifications". At least, that's the way I interpret it.
