There is sort of a natural market solution, or response, to the problem. A Walmart in such a neighborhood would have basically three choices....keep operating and pass the cost of their losses on to the local community in the form of higher prices, subsidize the store by passing the costs along to all their stores and customers, or cut their losses by shutting down the store. I suspect that given the suggested free pass theft would progress to the point where it would no longer safe or profitable to keep the store open. When you look at it that way what this guy is essentially saying is to reward theft and pass the cost of criminality on to the rest of the community who aren't criminals.
